摘 要
2013年11月，习近平提出“精准扶贫”的重要思想，精准扶贫中比重较多的是农林业产品的销售帮扶等。农林业支撑着第二、三产业的发展，是国家经济的重中之重。因此在精准扶贫的支持下发展经济林产品势在必行。榛子分布很广，亚洲、欧洲及北美洲的温带均有榛树分布。榛子在中国的种植历史悠久，资源丰富，榛子产业具有极高的经济价值和生态价值，但在产业的发展中也存在着很多的问题：虽然目前我国榛子种植面积快速增加，产业迅速发展，但是种植面积分散、良种率低、标准化程度较低；榛子贮存和深加工程度低，大多数榛子产业仍然集中于产品的直接销售，不进行二次的深度加工，产品附加值低，技术含量低，因此对于榛子产业的研究十分必要。
本文以榛子产业作为研究对象，以精准扶贫为视角，介绍国内外榛子产业研究现状以及发展状况。通过meta分析的方法，对现有与榛子产业有关的文献进行筛选，选择了三个维度五个变量进行分析，得出以下三个结论：第一、种植规模、品种、技术管理、销路这四个变量均会对中国榛子产业发展产生正向影响，而单价这个变量不存在显著影响；第二、各变量均不存在发表偏倚的情况，这几个变量既有同质性也存在异质性，种植规模、品种以及销路存在比较明显的异质性；第三、不同文献中使用的测量方式对种植规模的影响较大，是一个产生差异的因素，而品种差异一个主要原因可能是不同的省份以及地区。针对发现的问题，提出相应的建议对策。
同时，本文通过建立数学模型的方法进行研究，通过我国榛子产业现有的基本状况，预测未来的榛子产业可能发展的情况。同时制定了中长期的战略目标，设计了榛子产业的整体布局。

ABSTRACT

2013年11月，习近平提出“精准扶贫”的重要思想，强调要科学谋划好“十三五”时期扶贫开发工作，确保贫困人口到2020年如期脱贫，并提出扶贫开发“贵在精准，重在精准，成败之举在于精准”。
榛子作为五大经济林产品之一，具有很高的经济价值，富含极高的营养价值，同时，榛子壳，榛林也是科研人员当前广泛研究的对象，但是，我国榛子产业目前存在形式单一，无成形的规模，深加工程度低等问题，所以对榛子产业的研究十分必要。本文基于在精准扶贫的大背景下，对榛子产业进行分析，提出发展对策，对农林业发展具有助推作用。
1.2研究思路与框架
一是文献查阅。通过查阅、收集、整理学术论文，期刊报告等，对所研究的对象有一个整体的认识，了解目前国内外研究状况，
二是查找案例。本论文是精准扶贫视角下的榛子产量研究，收集相关农村的案例，找出两者的联系，对产业发展提出切实可行的建议。
三是建立模型。通过近几年的数据，构造数学模型，从而推断出未来的产量，以提供发展战略。
四是提出对策。综合上述的几个思路，对榛子行业提出符合行业发展现状的对策。
