摘要
信息通信技术（ICT）产业是全面支撑经济社会发展的战略性、基础性和先导性行业。ICT是21世纪社会发展的最强动力之一，并将迅速成为世界经济增长的重要动力。全球进入数字经济时代，ICT产业已经成为贸易竞争力的重要标志，也是各国抢占新一轮产业革命制高点竞争最激烈的关键性行业之一，在各国都具有重要战略地位。随着ICT技术的创新、运用和渗透，ICT产业不仅成为科技创新的核心力量，也成为推动经济发展的重要力量。
中国ICT服务贸易产业实现了从无到有、从小到大、从弱到强的跨越式发展，国际竞争力正稳步上升，但是，中国ICT产业整体仍处于中低端水平，尤其是核心技术仍被欧美日韩等国家“卡脖子”，大大影响了中国ICT服务贸易的国际竞争力。
本文立足于促进中国ICT服务贸易国际竞争力的提升，着眼于全球新一轮产业变革给中国带来的挑战和机遇，遵循找到问题、分析问题、解决问题的基本思路，对中国ICT服务贸易国际竞争力的现状进行分析，并与全球几个ICT产业强国进行对比，研究中国ICT服务贸易的优势以及存在的问题，剖析制约其发展的主要因素，探索提高中国ICT服务贸易创新力和发展新机遇的路径。

Abstract
The information and communication technology (ICT) industry is a strategic, basic and leading industry that comprehensively supports economic and social development. ICT is one of the strongest driving forces for social development in the 21st century, and will quickly become an important driving force for world economic growth. As the world enters the digital economy era, the ICT industry has become an important symbol of trade competitiveness, and it is also one of the key industries for countries to seize the commanding heights of the new round of industrial revolution. It has an important strategic position in all countries. With the innovation, application and penetration of ICT technology, the ICT industry has not only become the core force of technological innovation, but also an important force to promote economic development.
China's ICT service trade industry has achieved leapfrog development from scratch, from small to large, from weak to strong, and its international competitiveness is steadily rising. However, China's ICT industry as a whole is still at the low-end level, especially the core technology was "stucked".
This article is based on promoting the improvement of the competitiveness of China's ICT service trade, focusing on the challenges and opportunities brought to China by the new round of global industrial reforms, following the basic ideas of finding, analyzing and solving problems, and competing with China's ICT service trade internationally. Analyze the current situation of China's ICT service trade, compare several ICT powers in the world, study the advantages and existing problems of China's ICT service trade, analyze the factors restricting its development, and explore ways to improve China's ICT service trade innovation and develop new opportunities.

信息通信技术（ICT）产业是构建国家信息基础设施，提供网络和信息服务，全面支撑经济社会发展的战略性、基础性和先导性行业，包括由原材料供应、信息通信设备制造、通信技术服务与开发、电信运营商及其他终端客户在内的完整产业链和供应链。当前，全球进入数字经济时代，ICT产业已经成为国民经济和社会发展的重要基础及产业贸易竞争力的重要标志，也是各国抢占新一轮科技革命和产业革命制高点竞争最激烈的关键性行业之一，在各国都具有重要战略地位。
信息通信技术是21世纪社会发展的最强动力之一，并将迅速成为世界经济增长的重要动力。随着ICT技术的创新、运用和渗透，ICT产业不仅成为科技创新的核心力量，也成为推动经济发展的重要力量。即使是在国际金融危机爆发期间，ICT产业也表现出抵御衰退、复苏经济的强劲动力，“第四产业”特征越来越明显。经过多年的发展，ICT产业的基础产业特征日益突出，产业链全球化分工更加明显，集成与融合成为产业创新的主要方式，信息化与城镇化和工业化的结合进一步紧密。ICT产业是我国对外开放较早的产业。改革开放以来，中国ICT产业通过开展技术引进、承接国际服务外包、利用外资、对外直接投资等多种方式的服务贸易，高效组合全球信息技术创新资源，成为ICT产业技术积累的主要来源和自主创新的重要基础。由此可见，中国ICT服务贸易产业实现从无到有、从小到大、从弱到强的跨越式发展，已经具备一定的国际竞争力。
